FCO, MoJ and the search for a PROSPER successor
Checked 27 October 2026; review by 1 November or source change. The source status for these named processes appears below. Check whether the record represents an active application, a historical notice or an admission route.
Live inventory not loaded; automatic capture remains unverified in this view.
FCO: HVAC labour, not a standalone maintenance contract
Next: verify the exact Secure Buildings Labour Resource DPS / XLY363/040/18 and current Request to Participate on the buyer Jaggaer portal ↗. Matching regional source lot 3 ↗ covers HVAC operatives/tradesmen supplementing buyer teams in the UK and internationally. The CF record has no structured HVAC lot; the regional evidence remains labelled separately.
CF's 30 October 2018 initial window is history. Published regional admission is 2 October 2028, date only; 10:00 is an opening time, not a deadline. The public catalogue opens through View Opportunities in a normal browser without an account. Bounded current/past/global searches did not locate the exact labour listing or RTP/SQ. Absence from this bounded check does not prove closure. The current RTP/SQ remains unread. Exact clearance levels, personnel qualifications and any nationality or residency restrictions are unverified; do not assume a restriction exists. Regional lot term 31 October 2027 differs from CF overall 31 October 2028. Do not borrow conditions from Global FM or Secure Construction Works.
Portal help: the official general Jaggaer Supplier Guide V3 illustrates PQQ/ITT navigation, agreement/interest steps and Buyer Attachments (PDF pages 10–13; printed pages 9–12). These dated examples do not locate the Labour DPS, verify its current access steps or replace the RTP/SQ. No account, agreement or interest action was performed.
MoJ: use the 2024 scope, then verify the current category
Next: verify the actual Minor Works DPS application route and current category pack. The retained notice prints 7 September 2029, 23:59 UK. This conflicts with the Cabinet Office transition guidance, paragraphs 19–20 and regulation 5(4)(b): a DPS established under PCR 2015 ends by 23 February 2029, or earlier. Calendar export is withheld. Neither date is a verified replacement admission cutoff; obtain the current buyer correction. Existing call-off contracts may continue to their own end dates. This does not impose a single end date on frameworks or infer a Scottish legal regime from delivery geography. Four functional headline groups replace the five 2021 trade groups: FM Maintenance; Project/Construction; System/Asset Procurement/Installation; Specialist/Miscellaneous. The exact current HVAC category IDs remain unverified.
The exact current CF notice publishes two steps: Constructionline membership (Associate free), then separate DPS registration. This published instruction does not verify a working current Minor Works registration form or your qualification. Two further attachments were downloaded and read: the September 2021 notice contains the superseded five-group scope; the 2021 market consultation closed its questionnaire on 19 May 2021, 17:00. Neither is a current application or the current qualification pack. Do not reuse old consultation forms or dates.
The February 2024 notice update (DOCX) ↗ was downloaded and read. It confirms the change but is not the current qualification pack. Old inherited lot text is withheld from selectable scope; raw history remains preserved. Published call-offs max £1m, most expected <£500k; the £590m aggregate is not an HVAC job.
The old Minor Works registration redirects to a page offering Alliance4NewPrisons, a different route. The current Associate page ↗ advertises a free general plan and DPS registration. Exact Minor Works access, accepted tier and prequalification remain unverified. Do not buy membership or apply to that different process on this evidence. Current security, insurance, financial and technical thresholds need the exact pack.
The official MoJ procurement page links a separate general Jaggaer portal. Its public catalogue and reported 50-entry past list did not locate Minor Works. The 18-page portal guide describes attachments and permissions; it is not a current Minor Works pack or substitute application.
PROSPER: no successor verified in this bounded check
DN424794 remains buyer-closed and excluded from open results. The current buyer solutions list ↗ also contains Construction & Development Services DPS DN387749 ↗ and Investment Works Framework DN750494 ↗. The first is a separate broad construction route; the second is an awarded framework, with plumbing/heating scope but no verified fresh supplier admission. Neither is established as a Compliance & FM successor. Later awards and a shared buyer do not reopen the closed DPS.

England source lot 5 (ground-source heat pumps): retained scoring states General Technical 50%, Lot Technical 40% and Price 0, totalling 90%, with no Regional Capability 10% listed. This is a separate exact-lot discrepancy from Wales lot 1. Do not fill it from another region or lot. The current regional ITP/clarification must resolve it; later project scoring remains unverified.
Find the correct buyer project and reconcile dates
The current public buyer project is LHC - 0071, Energy Efficiency & Renewable Technology (EERT DPS). The old notice URLs redirect to the portal home; Repair and Maintenance DPS (0072) is a different project.
Retained official admission dates: England 18 February 2029, 12:00 UK; Scotland and Wales 19 February 2029, 12:00 UK. The general EERT buyer page labels 18 February 2029, 17:00 UK as the date documents can be requested until. Purpose and values differ. These observations do not establish an extension or the applicable regional document deadline; obtain the current regional instructions and reconcile both before acting.

The inspected anonymous detail offers Express Interest but exposes no downloadable regional ITP or clarification pack. No interest was submitted. Admission does not award a project or guarantee orders.
Public buyer guidance — recheck against your regional application
Checked 27 October; review again if the buyer changes its instructions, and by 1 November. This general guide is separate from the live notice and does not verify your company's admission.
- Find the regional EERT application in the buyer's In-tend portal and obtain its Invitation to Participate (ITP), questions and attachments.
- Check the relevant capability example, qualifications, insurance and financial/credit requirements. Numeric thresholds are unverified here.
- Admission creates access to later project competitions; it is not an order or guaranteed revenue. Check each project's own scope and response dates.

EEM0053 — damper work within broader works lots
The matching anonymous Delta page confirms access code 9MT33QGC35 and closing 9 November 2026, 14:00 UK, agreeing with the retained latest official notice. It offers registration of interest; the complete pack was not downloaded.
For fire and smoke dampers, inspect the broad works scope: source lot 1 (Midlands; displayed as 1a in the notice) or 1b (national). Do not confuse these with fire-door supply or consultancy lots. The published question deadline, 26 October at 14:00 UK, has passed: read current clarification responses.

Livv — separate gas repairs and voids, with conflicting estimated dates
The public ProContract advert matches DN825881, lists no public attachments and offers login / registration of interest. Its interest window ends 27 October 2026, 12:00 UK, agreeing with the retained official submission time; this page is not an extension.
Gas Repairs lot 3 and Gas Voids lot 19 need separate pack and pricing checks. Gas-lot values remain unknown.
Estimated contract dates conflict: the buyer advert shows 15 December 2026–14 December 2030; retained official gas lots show 7 December 2026–6 December 2030. Verify current buyer clarifications. No date is overwritten or certified here.

Hyde and Acivico: check the application route and date purpose
Use the source status below alongside the buyer’s current application instructions. Historical deadlines, document-request dates and admission dates serve different purposes.
Live inventory state has not loaded. Check the primary notices; current source verification remains pending in this view.
Hyde: the official package retains 28 February 2034 at 00:00 UTC; a visible competitor card shows 8 June 2034. Acivico: the current official package retains the initial 13 October 2022 deadline, while a competitor card shows September 2032. The exact Acivico buyer page now states that applications may be made before the DPS ends in 2032; it labels 13 September 2032 as Award and 23 February 2029 at 12:00 UK as document-request-until. These purposes are different. Keep the initial official deadline as history and verify current admission/document rules. Acivico's damper scope is source Category 6; kitchen extract and duct cleaning is separate Category 7.
Hyde's April 2025 amendment changes the access route. Its current supplier-registration introduction is readable, but supporting documents require name, email and phone. No personal data or form was submitted. Later CPV additions are discovery terms with unverified scope; they do not certify an exact selected lot.

Westworks, M&Y and PROSPER: current next steps
Dated public checks: 27 October 2026; renew by 1 November or on source change. Read the current source status alongside these dated document notes. The Westworks check covers one known official notice; confirm any newer versions with the buyer.
Live inventory status has not loaded. Do not infer automatic capture from this dated guide.
Westworks BMC: check gas Category 3 or M&E Category 10
Next: choose your category and deliverable postcodes, then obtain the current BMC questionnaire, postcode workbook, agreement and clarifications on the buyer portal. Admission leads to later mini-competitions.
One official 13-page ITP v1 was downloaded and reviewed. It is historical guidance, not a complete current pack. Sections 6/13 say no minimum turnover at admission in this version; call-offs can add criteria. Missing pass/fail answers can exclude an application; omitted required evidence can score zero.
Sections 9/10/16 require answers in the provided boxes, PDF uploads only when requested, the postcode declaration in unchanged Excel format, and maintained insurance/certification and annual declarations after admission. A contractor levy is notified at call-off; no universal percentage is certified.
Reconcile before applying: the official notice/API ends 2 April 2029 (23:59 UK); ITP v1 section 1 says 1 April 2029. Its initial 25 April 2019 date is history. The notice upper estimate is £1.1bn, while ITP section 7 states £11bn maximum. Neither is your HVAC budget or guaranteed work.

M&Y: subcontractor DPS v2 / ST1000022 / 49 categories
Next: find the 49-category subcontractor v2 in your business Proactis account, obtain the current source-lot-33 plumbing/heating questionnaire and clarification log, and reconcile the admission cutoff. Keep the older 72-category v1 and materials DPS separate.
Matching primary Sell2Wales NOV352310 describes source lot 33, plumbing/heating for housing maintenance and construction, rainwater goods and renewables, delivery code UKD. Its £5m estimate is over 120 months, not an order. CF has no structured lots or HVAC classification: this separate primary scope helps discovery, without inventing a selectable CF lot or transferring its value.
Date discrepancy: CF/API says 13 November 2030, 09:00 UTC; matching regional notice says 17 November 2030, date only. CF contract end 15 November is a different purpose. The current Proactis route requires login; financial/technical/insurance requirements and current clarifications remain unverified. Portal location does not mean Wales-only delivery.

PROSPER DN424794: buyer closed this DPS
Decision: do not apply under this historical DPS. Its exact current buyer advert explicitly states closure and shows round/interest dates in July 2025, with timezone unstated. It lists no attachments. No successor has been verified.
The historical official feed still says active and 28 April 2030, while its description says 30 April 2030. Neither overrides the buyer's explicit closure. The record is withheld from open admission/bid results; a source change or expired review requires checking and does not silently reopen it. Later contract awards under DN424794 are not new admission invitations.
Historical heating lot 1 and extraction/ventilation lot 6 remain distinct; delivery covered North East England, North Yorkshire and Cumbria. Keep this as history and identify any successor separately.

LHC regional notices are not regional packs
Scotland FEB524281 ↗ and Wales FEB497780 ↗ both explicitly show no attached documents and no SPD. Section III refers selection requirements to procurement documents. Read scoring for your exact source lot. England and Scotland lot 1 and inspected Wales lots 2/3 list 50% general technical / 40% lot technical / 10% regional capability / 0% price. Wales lot 1 lists only 50% / 40% / 0%, totaling 90%. No missing 10% is inferred or borrowed from other lots. Resolve this anomaly in the current regional ITP/clarifications; these are not verified later-project competition weights. The public Further Information tabs say no further information uploaded; that does not verify the private In-tend clarification log.
Regional source inconsistency: titles/descriptions say DPS, while formal IV.1.3 says framework/max 150 participants. Current SPA and WPA public guidance says no maximum supplier number. This is a primary-source conflict, not a verified amendment. Resolve the route, cap and dates in the current regional ITP/clarifications; complete regional packs and eligibility remain unverified.
LHC: prepare once, then verify the actual regional application
The checked 28-page LHCPG portal walkthrough v4 (PDF) ↗ explains navigation. Its screenshot file list is for WH DPS, not the current EERT attachments.
- Before opening an application: prepare company details, a relevant previous-contract example and referee, insurance information and exact-lot certification evidence. These are preparation categories, not verified thresholds or a pass.
- Confirm project and region: Current Tenders → EERT / LHC - 0071. Check England, Scotland or Wales and the exact workstream. Do not choose Repair/Maintenance 0072.
- Access requires a supplier action: the walkthrough says Express Interest unlocks My Tenders and documents. Opt In then signals intention to respond and unlocks the response form. These actions were not performed by HVAC Radar.
- Read before completing: current ITP READ FIRST, lot/workstream questions, regional delivery questions and the Clarifications tab with announcements/attachments. Reconcile admission/document dates, route/cap, qualifications including accepted alternatives, financial/insurance conditions and response format.
The exact current regional ITP and clarification log remain behind supplier access. A downloaded general guide does not prove access to that pack.
Avoid a duplicate: Sell2Wales MAR503118 is a cross-post of the England EERT process04e41b, not another Wales opportunity. Match the actual process, delivery area and source date rather than the portal's location or repost date.
